Yes. He doesn't post often but will silently fix some issues (such as occasional spam problems).
This site wouldn't be running if he weren't here. At the bottom of each page on the website there is a "contact us" link. I can't guarantee you'll get a reply, but if you have an important issue about site management, that's where you'd go.

The rumor is that he uses two (or more) accounts, one for official notifications, this is twicker, and the other for day to day content related stuff.
