SDL_TTF installation?

I can't for the life of me figure out how to install this thing. One tutorial says that I'll find the files I need in the i686-w64-mingw32 folder - notably missing from the mingw tar.gz file.

Anyone know what you're supposed to do?

A folder with that name is located in SDL2_ttf-devel-2.0.14-mingw.tar.gz that can be downloaded from https://www.libsdl.org/projects/SDL_ttf/

That's what I downloaded. Is it in one of the subfolders? I didn't see it in any of them.
